Shepherd of Hermas, Mandate 11.8 (43.8)
Summary: The true prophet is humble, answers no private questions, and speaks when God wills.
English · Claude translation
First, the one who has the Spirit from above is gentle and quiet and humble-minded, and abstains from all wickedness and vain desire of this world, and makes himself poorer than all people, and gives no answer to anyone when consulted, nor does he speak in private, nor does the Holy Spirit speak when a man wishes to speak, but it speaks when God wishes him to speak.
